When I received my lien withdrawal paperwork from the IRS I sent it to TU and Equifax.  The first two times I disputed the information they wouldn't remove it because they said the courthouse verified it.  The 3rd time I asked to speak to a supervisor and mentioned my rights under the Fair Credit Reporting Act and they both immediately withdrew the liens.
