No, it actually is a good thing if there's a chance for ID theft and the like. No impact on your score at all. It is just a pain in the butt if it were added and you weren't expecting it. It also makes it harder to app for credit and can be difficult to remove. IMO, if the inquiry isn't yours, then go for it. Just make sure that there's no TLs reporting as a result of that inquiry.
