I'm not asking to upload one, but am I not allowed even to choose a current one?

I went here, and tried to choose the US Flag, and it said I don't have permission.

"Sorry, you don't have permission to set your own icon."

Yeah, I'm afraid that I have no magic wand for that sort of thing, so I'm hunting down admins, who unfortunately live in oddball time zones. Stay tooned...
