I tried to find it, but was unable to locate an answer. My 3B update is available on 5/10.
My question is: I were to wait until any date AFTER 5/10, would the reports reflect data as of 5/10 or as of when I pull them?
The report will be from the date you pulled it, not from May 10th.

It does not reset it for the quarter. Your next report date will still be the same day of the month.
Ex. report is available 5/10, you pull on 5/12, then your next report will be available on 8/10, not 8/12.

Where do I redeem my quarterly report
You can pull a report on the Reports tab or on your Dashboard in the Recent Reports section. You can only redeem the report once it is available.
