Every time I get a Score Watch account balance increase alert, it's posted twice. Every entry is a duplicate. Why is that?
It doesn't matter which account it is.
I typically have a zero balance on all my cards. When I do let a small balance show on a card, I get two identical Score Watch alerts.

When a balance goes from 0 to a higher amount, you'll typically get an alert for $ amount increase, and balance percentage increase. Check the scorewatch settings, you should see the two settings. I feel it's a bit redundant, but there's nothing wrong with the alerts.

I've checked my settings, and you're absolutely right. I turned off the 5% alert and kept the $1 alert.
