Would it make since to purchase SW while in BK 13?

This is good question. If you have any active accounts not included in the CH 13, SW will enable you to monitor activity on them -- as well as your score. So, in this case SW could be very helpful in spite of the CH 13. If not, you probably don't need any credit monitoring product right now.
