Hello, I recently applied and got approved for a Chase Freedom Credit Card. It has a "0% Intro APR for 15 months
on purchases and balance transfers."

Does that mean, I won't be charged any interest fees for 15 months for any purchases within those time periods as long as I'm not late on payments?

Yes it does. However, in the T&C it usually says that you have to make the minimum payment every months before the due date. Otherwise your intro APR usually is lost for good.

If ur trying to increase ur credit score,, ignore reading that line. If ur planning for monthly minimums, ur cs us going to reduce.

there is not a reason to pull cash off of a credit care EVER! gift cards for yourself are a much better option!

Yes, that is correct you can make interest free purchases for 15 months and paid your monthly payment on time.

I have, in fact, found a perfect example where a cash advance is a good idea...

I was in Guatemala with a lost wallet and no cash. I called all my various banks and no one was able to help me as there were no branches nearby and they wouldnt overnight a debit card. I called chase and they happily overnighted me a replacement card to my hotel, told me to use whatever I needed to complete my trip and get home, including going over the limit (they would approve the charges) and to just take care of any over limit amounts within 10 days of returning home and they wouldnt charge me any additional fees.

I fully understand that this is not a normal situation, however.

Congrats on your Chase Freedom approval! Definitely take advantage of the 15 month 0% offer. I used it and it was much appreciated.
