Penfed Approval then Recon

I was approved for a Penfed card middle of January with $1000 limit when my Capital One was showing a $9000 balance and overall utilization was at 35%. I thought the updated utilization had posted but I guess not. Called today and asked for a recon because I still hadn't activated the card because $1000 is semi useless for what I wanted it for. They asked all the app questions again and filled out all the info because it had to be a hard pull. Then they increased it to a $6000 limit! Score!

I applied for the membership first. I don’t think it much matters though since I never ran any money through the account at all.
