Submitted for a CLI request from 3k to 10k and was instantly approved. Should have asked for more i guess but i will take it. At least not that typical 7-10 day message anymore.

Surprisingly the request for CLI link is still there. What I am worried to ask for another one is to end up having a hard pull. I am trying to not do any inquiries for a year

It shouldn't be. I had the same thing in June this year and there was no issue. Went from $3k to $6k then asked for $10 and got countered to $9.

You're correct, taking a 2nd bite at the apple would not trigger a hard pull.

When you click on the "request a credit limit increase" link it remains until the next nightly batch run completes. If you were denied same-day the link may be refreshed overnight but if approved or deferred waiting for a manual review the link normally does disappear.
