I just applied for the CSP card and not an instant approval just stated we need to review your application a little longer? Is that a good sign or no?

Call, (800) 436-7927 this is chase app status line, it should tell you (7-10 day message), (2 week message) or 30 day message... I've always received 2 week messages and was approved on all 3, 7-10 day seems to be denial.

I called any still under review.....not sure what to take from that. Also says will hear back from them in 7 to 10 buisness days.

Unfortunately the 7-10 is "usually" not a good sign. Howver there is always hope for you! I will keep my fingers crossed.
