    <description>&lt;P&gt;i hit the luv button on capital one and got the 2-3 day reply, yesterday i receive a decline because my credit report includes an address outside the U.S. I do reside in the US Virgin Islands and i'm unsure how to proceed with a recon. Any advice would be appreciated. Some history this card is originally owned by HSBC. I have had a capital&amp;nbsp; one card before but closed it in good standing because I was unable to get any CLI from them on my rebuilder.       <description>&lt;P&gt;In general Cap One will not do anything until you contact their EO office. I would say drop EO an email detailing your case.&lt;/P&gt;</description>
