Synchrony Financial CLI Denial

I got a instant CLI approval for Lowes but I was declined CLI on my Walmart and Amazon accounts.

Does anyone knows their policy? What's the best channel to call for a reconsideration?

Lowes, Walmart and Amazon are Synchrony but not actually Synchrony Financial. Most Synchrony Financial accounts are usually hp for cli unlike those just backed by Synchrony Bank. I have a PepBoys card, or Synchrony Car Care One and its a Sync Financial account.

Sometimes we get cli on one but not necessarily the others.
