I have a thin file and I've been gardening for about 5 months. My goal is to be approved for a decent SL for a CSP.

How should I play this?

730 Ex, not certain on Tu and Eq but probably a few points higher (because I have 3 inqs on Ex but 0 on Tu and Eq)

I have looked into going the PRG route but I feel like Chase is the best fit, even though I could jump out of the garden with Amex today—but with chase I will have to play my cards right.

At a minimum, I think I need to wait until my newest card (Chase Amazon) hits 6 months.

No prequals, and I don't expect to be prequaled because I never get chase prequals. I have a decade long banking relationship and my first card was with chase for CFU

AAoA is only 9 months.

If I garden for:
A) 1 month my newest card is at 6 months and I can probably CLI my Amex BCE (currently 6k, potentially up to 18k) at that time
B) 3 months my AAoA hits 1 year
C) 10 months my oldest card (CFU) hits 2 years

My feeling is chase doesn't like me much, while amex would approve me for anything I want.

I do feel like I could apply to CSP today and get approved on recon, but probably with a 5k SL and I would prefer to get instantly approved for 10k+

Income is 80k

How should I play this? Of course, the longer I garden the better my chances, but it would be nice to have the CSP in my wallet tomorrow!

And I know you said you've prequaled but considering your banking relationship are you getting no offers from the website or have you gone to a branch office to check with them? Seems weird you wouldn't get any.

Your biggest scoring bump is going to come from Amazon (AoYA), along with the inquiry you took for the app, hitting the 1 year mark. Option 4 is to wait 7 months with 1 year+ on AAoA and 2 cycles to work on your Amex CLIs. Chase requires HP for future CLI requests so it's best to start with a good SL, I believe option 4 gives you the best chance, you certain have the income to support it.
