I received the following response to my request. I am not accepting. I don't know what that means with regard to the 6 month clock. I should have waited another week or so for some accounts to update. Hopefully I will remain eligible and can try again in a few weeks.

I did a CLI on my cap 1 card and they offered me 150$... I was like you, **bleep**. lol

If the card is a converted Plat. You know the story of the starter cards. Heavy use and PIF. You can ask all you want and refuse. Once you get a CLI and accept. Then the 6 month clock starts. They used to be easy in the old days to grow. Cap1 has tighten up across the board for a while on all their cards. But YMMV. There are exceptions for some.
