Personalized Offers & Pre-Qualified Offers

Hello, I want to make the Freedom my first "real" CC but I have been working on lowering my util on my Best Buy store card before I app (currently at 46%). I've read here that Chase prequals are accurate but nothing comes out for me yet. My gf recently got her first credit card, a Discover it, and since their rewards are almost the same I decided to check their personalized offers and it turns out I get an offer for both the student and the regular versions of the card (I tried twice checking the student box and not checking it).

Are Discover offers as accurate? Should I go with the Discover instead? I still prefer the Freedom as I see myself applying for the CSP in the future but I sense Chase as less "friendly" to fairly new credit.

Also, I live in Puerto Rico, I know this doesn't limit me from getting the card but can this be the reason for not getting prequals from Chase? I asked a friend with a better established credit history than me to hit the prequal and she doesn't get offers either. I've seen people post about not getting anything, applying, getting denied and/or accepted and then getting the offers online. Thanks in advance!

Discover personalized offers are often not at all accurate. If you put in random names and social numbers it would likely give you the same results

I put in my dogs info and she was approved

I must say I really like the cards you have. I'm eyeing the BCE too. I wanted the Sallie Mae but unfortunately I can't apply for the SM here in PR.

Just fyi Ive never had any pre approvals show up on a site. That doesnt necessarily mean you wouldnt be approved

from my experience i would avoid discover like the plague. started at 500 2 hp's later the limit is 1000. rewards are never credited correctly and the csr's are powerless to fix it, it is my lowest limit by far and will likely never see the light of day again!

My experience has been the exact opposite with Discover. OP you will find that lender experiences can and will vary Research and decide what would be best for you before applying once your util is down

Barclays and Cap1 don't offer cards to Puerto Rico residents.

There are ways around it though. In my case I own a house in Florida as well, which I use as an address for when retailers won't ship to PR. I applied for both the US Airways MC and the Cap1 Quicksilver card using that address - instant approvals, and upon activation of the card, I changed the address to my PR address.
