So on a whim, I filled out the information needed for Apple Card ti pre-approve. After the soft pull, they offered $5,500 with 21.99% APR. I declined the offer cuz I really don't need it. But is the pre-approval as good as gold? That is, if I had accepted, that's what I would have gotten?

Yes it is.

Fairly reliable, so what you see is what you get -- CL and APR.

As with most things, there’s always a chance that it could have been declined after applying. However, most folks around these here parts tend to fair well and are approved with the offer presented.

Again, there’s always a chance for something to go south and as with all things related to credit, a chance of denial is always possible.
