      <title>CapOne Pre-Qual letter vs pre-approve site?</title>

      <description>&lt;P&gt;I have received 2 pre-qualification letters in the past week for a CapitalOne QuickSilver card. I am just emerging from Chapter13 discharge, so am a little skittish about hard pulls so I went to the pre-approve site and checked there and was declined.&amp;nbsp;&lt;BR /&gt;&lt;BR /&gt;I am curious why they would send me the letter if I am not approvable?&amp;nbsp;&lt;BR /&gt;&lt;BR /&gt;Coincidentally, I just spoke to Capital One on Friday regarding a separate incident where someone had used my info to open a CapitalOne checking account, so I called them to report it as fraud and had it closed down. I'm not sure if that could be a factor here?&lt;/P&gt;</description>

      <description>&lt;P&gt;The mailers are just marketing. The marketing department is always separate from the department that actually runs your credit and makes the decisions (actually in Capital One's case, a computer makes all the credit decisions). It's a classic case of "the left hand doesn't know what the right hand is doing."&lt;/P&gt;</description>
