Wells Fargo pre approval offer are they solid ?

Okay, got an offer from WF for their reflect card 21 months 0% APR then after that it goes to 22.99% there is no range APR but if I do go online and check out their reflect cards it shows range APR between 16.74% to 28.74% but this mailer offer I got shows 22.99% , This would be my 1st time for dealing with Wells Fargo and I am skeptical about it thanks in advance. here couple stats about my credit profile. 4% util CS around 730 to 740 all across bureaus. This would make it 3/24 if WF approves it.

Have there been any significant changes in your credit profile over the last 3 months like inquiries, new accounts, big change in utilization?

Did the offer specifically state you were preselected or was it just an offer to apply?

In addition to what was mentioned above, unless you're at a WF branch were a pre-qualified or pre-approved offer is displayed, all the other offers (mail or online) are simply pre-selected or pre-selections to apply (i.e. not pre-approved). Any outcomes are definitely going to be YEMV depending on what your profile looks like for WF.
