Looks like marketing as it states you may qualify for the card.. But, being you're in with Amex there's a good chance (not guaranteed) it's just a SP so something to think about anyway.

on desktop, go to apply for the card while logged in

you'll either see:

Applying to expand your Card Membership with us is easy, Name.

You're pre-approved, Name!

if you see the pre-approved text, it's extremely? likely you'll be approved. If you see the other text, you might be approved.

regardless, you can apply not logged in, in a private browsing session so you can apply without a risk of a HP and know if you'll be approved prior to having your credit pulled. (if they are going to pull it, they might not as a current customer) If approved, you click a button to accept the offer and after that, you'll find out your CL.
