Received my first ever CC offer by mail

So I received an offer to apply for the Citi Thank You Preferred Card and am trying to determine if this is just some random mailing or if I may actually have a shot at getting this card. This is the first time ever I've gotten something like this in the mail. I do have an Exxon CC backed by Citi and I'm an AU on a Citi Simplicity card ($7,000 CL). But when I go to their website to see what I'm pre-qualified for it says nothing. (Cap 1 site said that also several months ago, but I apped anyway and was approved for their Quicksilver card.)

I haven't pulled my FICO scores lately. (waiting on some stuff to update before I spend the money) FAKO scores have me in the mid 600s. I just paid off my student loan. I just paid off my NFCU that went to their internal collections. (but shows pays as agreed on all 3 credit reports) My last baddies (lates/collections/etc) are going on 3 years old and all of them were paid in collections. Either payment arrangements or settlements for less than full amount. I do have quite a few inquiries. By the next 2 weeks all my credit cards should be showing a $0 balance. I want to wait until then to pull my scores.

Any thoughts? I kind of got the impression this was not an easy card to get, but I can't see them just mailing out invitations to apply if my credit score was still say below 500???

What language is in the offer? Does it say pre qualified? Pre approved? Pre screened? Does it name a specific APR or a range?

I would strongly consider getting your FICO score(s) before applying. CAPTOOL asks the right questions as well. Good luck.
