Its possible to get store branded cards while being BL for Citibanks mainline cards. Im BLfrom any of Citibanks mainline cards for IIB 18K in 1996 but I can get any co branded store card as they are issued by CitiFinancial and not the bank proper. While the bank itself pretty much detests BKs on file, the financial arm is more lienient.

Guess I'd better plan on never doing biz with them again for a mainline card, $18k is about what I IIB on Citi in 2010. Oh well, plenty of other CC issuers willing to forgive & forget. I doubt if they'd even approve for a store card, but I got in through the back door, they bought the Best Buy store & MC portfolio a couple years ago, and I had a BB MC originally issued by HSBC. Citi did approve a $1k CLI on it last fall, much to my surprise..

I think Lowes is a better deal than HD, they offer 6 mos ferred interest on purchases of $299+, and regularly run promos offering 9-12 mos deferred interest. I have deferred interest until 9/2015 for a $500 purchase of laminate flooring made in late Jan, and I get 5% discount on smaller purchases by using the card. Just PIF, or you wipe out that discount in a hurry.

And I like Lowes much better than HD. Both are comparable in products & price, but at HD you'd better know exactly what you need and where it is in the store, as finding a sales associate is about as hard to find as it is the elusive snipe. Easy to find an associate at Lowes who will point you in the right direction or explain your options for what you need.
