BBVA Compass-Utah residents not qualified for card

As I was applying for this card, this came up...

"Unfortunately this offer is not available to residents of UT at this time"

WHAT? And they even have the Utah Jazz card.

Ok, 2 states now that do NOT qualify for the card...UT and WI....any other states? Please post them?

Don't blame BBVA, blame the laws of the state you live in. Certain usury laws or specific lending restrictions for some states would prevent certain lenders (even with national charters) the inability to offer some products. This could also be due to CRA (Community Reinvestment Act) requirements or just a plain business decision from their end.

I have noticed that Credit One won't do business here either! I wonder what it is about Wisconsin that makes us ineligible for a lot of credit products? I know we have some pretty stiff consumer and banking laws (usury, payday) not to mention this is a community property state. I did contact BBVA Compass today through their Facebook page and told them that some of my friends here in Wisconsin wanted the NBA card. The Facebook team stated they'd notify their marketing team. I'm not sure if this will do any good, but I might try to fill out that form every now and then to see if it lets me in! I want a slam dunk!

Who can apply for this card?
We accept applications from residents of all states except Iowa, Utah and Wisconsin. You must be 19 years old in Alabama and Nebraska, 21 in Mississippi and 18 in all other states. At this time, only US citizens can apply."

And yet, First Premier can do business here. I don't mind if the state is trying to protect residents from predatory credit purveyors, but be consistent! Rant over lol

I'll keep my fingers crossed for you with BBVA Compass! Maybe someone there on Facebook can explain why WI, IA, and OH can't apply.
