How to get the best interest rate on Penfed?

I want to get a car loan with Penfed, Let me explain in Puerto Rico (Yes, PR is part of the US) the APR in higher that in other states

Some examples of PenFed APRs in PR

New Cars

4yr - 3.99%

5yr - 4.24%

6yr - 4.49%

Used Cars

5yr - 5.49%

6yr - 5.89%

How can I get the best APR?

Info:

-FICO 740+

-Under 25yr of age

-4 Credit Cars (Uti 4-6%)

-3 Student loans (Department of ED)

-Oldest Acct. 3yrs

-Income 16-18k

What is your Equifax FICO auto 9 score because that is what PenFed uses and nothing else.

According to the markets those rates are really good. I feel like with the raise the feds did last year with the Federal Rate it really did put a dent in individuals obtaining pretty good loans.

Used cars are always higher as they are more of a risk.
