WEX Bank can't verify identity (Shell Small Business CC)

So, I've had my LLC for over decade. Registered with the State the entire time. D&B number is at least 5 years old. I've easily been approved for several credit products under my EIN:

Dell Financial - 10k
Amazon Net 30 - 7.5k
BofA Unlimited Cash - 6.5k
Sunoco Corporate (Synchronoy Bank) - 1k
Phillips 66/Conoco/76 (Citi Bank) - 1k
BP Solutions Mastercard (Fleetcor) - 1k

What do I do to make my information verifiable? They never mention if it's the business or personal that they can't verify but, either way I have no freezes on any main bureaus. I did have Lexis Nexis frozen but, unfroze it and reapplied, still denied. I've tried calling in and doing the app over the phone and the woman just said "we don't do that because there's personal information on the application" - that was confusing as well.

I could really use a Shell Fleet card so am willing to put a little work in to get it.

I've had a similar and evolving problem with anything issued by WEX. My LLC has been in business for 8 years and I have over 20 accounts reporting to Experian with over 50 pay instances on D&B. At first every WEX application was denied citing my business didn't meet WEX internal guidelines. But sometime in 2022 the reason for denial switched to the following. It's been extremely frustrating and it makes no sense as my business is well established and is easily verifiable everywhere and has tons of established credit lines with high limits. WEX seems determine to deny all my application without ever giving any soild reason.

Thank you for your application requesting a Business Fleet card. We, WEX Bank, have been retained as the credit underwriter to review your credit application to determine eligibility. After careful consideration, we are not able to offer you credit at this time based upon the following reason(s):

Unable to confirm/authenticate application details

@TMDSCT that's the same thing I get with my business being 10+ years old. I may try to call the app in and see if there's any difference. Have you tried calling in at all?

Goodluck! I contacted the relationship manager who said he works for both Sheetz & Wex, had an long conversation with him in which he promised to speak with a credit analyst personally to get me answers. He emailed me 3 days later to say he didn't really get any answers and there was nothing else that could be done.
