As I've mentioned the last week or so, I got 24.99 with an almost 770 score. I had 0 trouble getting the lowest rate on the Arrival last summer with a 720-ish score and slightly higher utilization, inquiries, and new accounts. My only guess is that there was a surge in applicants towards the end of this card's life, and they felt less compelled to hand out competitive rates. I will likely transfer most of the credit limit to my Arrival to bring it close to 20k, and leave 1-2k for the incoming Aviator Red card until I close it next year.
