Yes your eligibility is based on that most recent pull. However it does take about a week or so after you see that score before it is updated internally with Discover. As soon as my new score was posted this month (65 point increase) I requested a CLI with no luck. When I got the letter, I noticed they still used the old score. I called recon and they explained it to me and told me to try again. I did, had to agree to a HP but they took my CL from $1000-$2500. So I was happy with the outcome.

But a 670 is generally a sign of good behavior but what really comes into play is the length of time your account has been open, payment history and UTIL. Discover has its reputation as being conservative, and generally for a good reason. That said, in my experience I've never gotten a CLI with high UTIL (understandably) and once I pay back down I've gotten Auto CLI or approved with a request.
