You can certainly try. Some have had success at having their AF removed.

So now that I have a few cards under my belt including my capital one secured mastercard that was opened 3 years ago I dont use it much at all except every 4-5 months to charge a pack of gum. So I noticed the charge of annual fee of 29.00 today. Is there anyway I can get that af waived by calling card services or am I stuck with it?

PC the card and request the fee be waived. Why keep a secured card with your other cards so far past?

You can PC the secured? Do they send your deposit(s) back when you do that?

Secured....no, can't PC the secured but you really don't have a reason to keep it at this point. EO may be able to do something but you can definitely ask for the fee back.
