Is Cap 1 Venture now a world elite mastercard? If so are all Venture cards or is it a special card?

For several months last year the Venture was a WEMC. Now, it is a visa signature. Just approved the end of February. The Venture 1 is also a Visa Signature.

The Quicksilver is still WEMC, just in case that is what you're looking for.

Before the QS became WEMC last year, the Venture, Venture 1 and QS were all Visa Signatures. Then, Cap 1 changed them all to WEMC. And now, they have changed the Venture and V1 back to Visa Signature and left the QS as a WEMC. Not understanding why they are changing back and forth with the cards. It gets so confusing!
