I think I'm the weirdo around here when it comes to Citi. I have two Citi cards. I'm technically a rebuilder in that my scores were in the 500s in December last year/January this year as a result of student loan default and some missed payments and have been growing since I completed rehab in January. Just apped for all my cards in April/May when my scores hit the mid 600s and that's with VERY recent baddies on my account. I think I had 2 30 day missed payments in November.

I somehow got approved for the DC with the 0% APR and a $3900 SL with what is a pretty mediocre profile when you consider the baddies. I got the Citi Hilton with a $5000 SL a few weeks later. Not amazing limits in general, but pretty good for a rebuilder whose profile is just getitng back to healthy. I haven't looked for a CLI yet because it's way too soon, but so far the customer service has been good and the DC is really straightforward. I'd say to try their pre-qual page but I wasn't pre-qual on the site and still got it. That said, I was getting mailers for them at the time.

Applying for a DC card will depend on your credit profile. If you do not feel confident enough, then wait. As it is, the DC starting limits don't tend to be stellar, so a bit of a wait can benefit you.

That being said, Citi is a solid lender in my experience. The card tends to grow with SP CLIs, and the DC is a no nonsense 2% card, which you will enjoy if flat rewards are something you appreciate.

I got a low SL and waited a long time to get it increased. I had no balance transfer offers after the first 30 or 45 days. You don't get your first points for the purchase until the next statement cuts, and likewise you don't get your points for the payment until after the next statement cuts. And you can't redeem your points until you've collected $25 worth.

The BCE I feel is somewhat better, but not particularly great.

I've got a DC but it has come to me after two years of solid rebuilding and ensuring my score is near 700s. To fully exploit the DC, one must keep swiping and also keep paying to get the 2% benefit. leaving a balance negates the 2% advantage. Started with a 5K limit but increases every six months to a decent limit.

Agreed on waiting with those scores/your profile is thin. I was denied recently.

Denial reasons... an old collection, too few revolving accounts, and too many recent inq's.(I had three inq's when I apped) Collection is in dispute from 2012-13.($500)

I had two credit cards,(One was $0 balance and other had $33) an auto loan, and a credit line from my bank.(reports as installment loan) Four accounts in perfect standing was not enough.

I did pick up a CF, BoA, Discover It, and a QS1 so I'll hit Citi in 6 months to a year. I'll go for Amex BCE first though, they denied me too for the same reasons as Citi.

Citi DC is a good card to have, regardless of the EQ FICO. Their 1% + 1% scheme is a bit overcomplicated, but it is nice to see a lender encouraging good behavior by rewarding you for paying down your balance as opposed to encouraging you to drive it up. Effective 2% on everything is better than any other card currently offers for non-category purchases. Also their Price Rewind and Citi Private Pass perks are nice, and the WEMC benefits like purchase protection, extended warranty, etc. have better coverages than with most other cards. Virtual account numbers are also a very nice security feature, though I suspect other lenders will start providing that soon.
