topic Citi Credit Line Reallocation DPs? in Credit Cards

I know that Citi credit line reallocation requires approval and a hard pull, but I haven't seen any info addressing what circumstances might lead to denial of a requested reallocation. I also haven't read about whether there's a minimum CL that's required for a given Citi product, or if Citi is less likely to deny a reallocation when it's not part of an account-closing request.

Any info or data on would be much appreciated.

And if specifics might lead to some good advice:

Account #1 is 18 years old and has a $12.5k limit

Account #2 is 20 months old and has a $11k limit

I have requested that part of #1's limit go to #2 a couple of times previously, and both times the requests were approved. What I want to do in the near future is move as much as I can in the opposite direction (onto the older account) before closing the newer account. Both are Diamond Preferred. (I plan to PC to Double Cash after consolidation.)
