I applied for it few months ago. It was declining stating they are getting empty credit report from EX. I have checked my EX and there are two hard inq's on it. I tried to cal HSBC and talked to them with no use. I dropped the issue after that. I have two wasted hard inq's on my EX.

It seems like it is hard to get approved for, and then people who get approved often get a low limit. I don't know who their market is. I think the Citi amexs are easier to get.

Both Citi / BOA Amex seems to be the most Amex co-branded cards in the market. I have Soverign Bank Amex Card issued by FIA Card Services ( FIA is part of BOA ). I love the card.
