Typically, CCCs aren't that deep throat/double spy level to vet IP addresses per app

You should be fine, many military and ex-pats apply and get CCs
As long as the card is mailed to the home address in the States, I'm sure you'll be fine.

Plus, nothing stops you from completing an over the phone app, they won't ask you where you're standing, they'll simply just take the app, that way you won't have to even consider if anyone is tracking your computer.

Good luck

Ok, there are always exceptions and we can disagree but I still don't think the VAST majority of CC issuers are gonna be shutting down online apps based upon IPs.
We have threads on this forum with ppl speaking of securing CCs from outside the country.

In addition, as I mentioned... anybody can simply make a phone call and apply, crisis over.

The CC is going to a U.S. address, the person applying is offering a legitimate SSN, lining up with a legitimate credit profile...it's an application, not some double security flag on a possible breach of an account...an application attempt isn't an account holder logging in and I guarantee to security measures are different, as less would be warranted.

I applied for the Syncrony Cathay Pacific Visa while in Hong Kong. Ironically they blocked the application stating that it "came from a high risk area"- that high risk area being Cathay's home country.

A lot of the popular VPN providers may also be flagged. There are plenty of block lists out there- for example I can't even get to Target.com from my VPN provider. Best advice would be to call it in.

I applied for cards with Chase, CapOne and Barclays while traveling a few months back. Barclays got flagged for ID verification. The rep said he was just checking because the application originated outside of the US. The other two were instant approvals.
