To me this is like an Arrival Plus with a higher fee. If you spend 25k you end up with 60k miles on some airlines that aren't that appealing. Not sure why anyone would sign up for this card.

The transfer partner list is as bad as the one for Citi Thank You Points, and the transfer rate is so bad that it almost negates the earning rate. I find it inexcusable that they couldn't convince any of their co-brand card partners (American, Jet Blue, and Lufthansa) to become transfer partners.

The upside that this card may have is so restricted that you must have a specific plan that fits exactly to what the card provides. Essentially you have to either spend exactly 15k or 25k on the card to make it a 3% card on everything which is good but in order to get the most value out of it you have to transfer the points to an airline partner and your options are kind of limited.

If you dont plan to do exactly that then the card breaks even with a 2% no annual fee card at 15k or else you have a negative value(disregarding all other perks).

You also have to pay the 150 dollar fee up front. If you spend 24k you are going to get less return than a 2 percent cash back as the time value of money on your 150 dollars.

The Arrival Plus gives you the 10 percent bonus when you redeem points and you lose that here. Plus Arrival Plus comes with sign up bonus and no annual fee the first year. I am not sure why anyone would get this over Arrival Plus.
