Like if you app to a credit card company and get denied and then app to them later when your scores are better, does the fact that you were denied previously factor in?

Your question is unanswerable in that credit card companies do not disclose their approval processes. That being said, IMO they would track your past behavior but to what degree, I cant tell

Well they can definitely see any hard inquiries on your report, so they generally do consider that kind of behavior - so in that regard yes. Specifically about the case you're asking, I'm sure they are aware of that, but as meanmachine said how that factors in depends on their internal discretion. Generally though if you overcame the denial reasons since the application, you should get a fair shot. So like say you get denied because of too many recent new accounts and they told you they want to see them open more than a year, and you garden for a year then app again, they'll likely look on this favorably since you listened to and accommodated their concerns. But if you like app, get denied, app again, get denied, and just keep apping hoping brute Force will get you the approval, then I'm pretty sure they'll start getting more and more reclusive toward your acceptance.

That's actually one reason why it's good to call recon if you get denied - even if you don't intend to fight for an approval, at least you can get more insight from a humans mouth about why you were denied and what they'd like to see different about your profile.

Card issuers definitely keep records of past applications. It's hard to say how they use that information in their underwriting, though.

Amex actually lets you access your app history with them:

https://www.americanexpress.com/applicationstatus
