If I upgrade my Amex Green can I downgrade it back to green when it gets close to the annual fee?

Yes. But the more likely case is that you’ll either see that PRG or Platinum are much better options and worth the fee, or you’ll be given an offer too good to refuse when you make that call.

Have to have it open for a year. Maybe if I spend a lot on it they will send an offer in the mail earlier. I should've just apped for the Gold.

OP: Did you have an upgrade offer on your Green for PRG or the 50k offer?

I have the green card and have not been offered an upgrade yet. Probably because its within the first year. Going to close it when AF hits. I had the PRG in the past, but last time I asked Amex they said they did not see it in their system so I will likely just app for a new PRG when I am out of the garden.

Do not expect to get a welcome bonus. Just because a CCP did not see the account, does not mean the bonusing system doesn't see you having that card before. Managers that review claims of non-received sign-up-bonuses have much more in-depth and back-end access to verify eligibility during an escalation. If you have had the PRG before, save yourself the inevitable headache and get another card that you would be eligible for.
