When requesting a CLI for my Amazon store card (sync bank), do they use the TU pull on file, or pull a new one?

In my experience it has always been a soft pull.

But is it a new soft pull, or the one they typically do once a month? I see my score from the 9th, but my TU has gone up 90 points, and they dont know it yet based on their AR on the 9th.

The soft pull is the one is on file they pull a new sp every 3 to 4 months (For me). So we don't know when will pull another SP unless you get or have a new report It will be on it (the last SP pull).
