If eligible, I would say Navy Federal. Their credit card apps are mostly TU and they aren't hyper score sensitive.

There are a few banks likely to pull TU such as Barclay, Synchrony, USBank

Is this the same kid you posted about getting denied for everything, including the student card?

Why not wait till AU cards report to all three, so you're not bound to hoping TU will be pulled?

Also, why not start him with secured card and let him practice being an adult.

Are you/him member of any local CU?
They usually have *starter* cards available to members.
Does he have any income independent from you?

Amex exclusively pulls Experian. If the 665 is a FICO 08 score and the kid has income, lower hanging fruit Amex cards may be obtainable.

I would offer the Paypal 2% cash back card. It is backed by Synchrony Bank, has a high chance of hitting TransUnion and done right they will start with a healthy reward structure of 2% with an option of 3% if done right.
