In general, you should expect to see a hard-pull from AMEX for the following reasons:

1.) You are a nascent cardmember of AMEX (less than 60 days) when you apply for a 2nd card. It takes a minimum of 60 days for AMEX to begin soft-pulling your FICO8 Score and showing it in your online account, so any additional applications as a new cardmember within the first 60 days will sometimes incur a new hard-pull. Even though you can apply for more than one card upon becoming a new member (using the same hard pull), it is advisable to wait at least 60 days between becoming a new customer and applying for an additional tradeline with AMEX.

2.) You have had a prolonged and significant deterioration of your soft-pulled credit score within the past year. While FICO is agnostic to your month to month score, AMEX is not. Just as you will get denied for credit limit increases if your score drops dramatically (or you have unusually high utilization), you should expect a hard pull for new applications if your score has suffered (30+ points).
