I already have a preferred and was wondering if would still get the bonus for the reserve if I app for it. Knowing I'm going to be spending 4k soon and am downnnn for the points.

Straight from the Chase website @ CSR / CSP. So, if you've had the previous CSP since Feb 2016 (as listed in your signature), then you're currently not eligible until after Feb 2020. You'd have to PC your existing product to CF/CFU as well.

Ineligible for sign-on bonus if your sapphire card was opened less than 48 months ago.

The fine-print states 48 months from when the bonus was received, not account opened, which is (slightly) worse.

To follow the letter of the rule you would need to wait slightly longer than 48 months, up to 51 months in many cases, since most people don't earn/receive the bonus immediately when the card is first opened.

It's possible that in practice Chase will count the 48 months from the day the account was opened, but for now there's no way to tell.

Right, and 50+ months is a very long time in credit card land, CSR/CSP could be nerfed or improved, there could be a Chase Sapphire Elite (TM), the rule could change again , or a competitor could have a card that makes the CSR/CSP much less attractive so that people won't be counting down the days till they can apply with a bonus.......
