I burned AMEX years ago. My scores are around 700 now. AMEX has me blacklisted. Can I get a branded AMEX card not directly though AMEX such as Hilton AMEX and Delta AMEX etc?

Both cards you mentioned are through Amex, they are just co-branded. They have long memories and most folks pay them first. They may blacklist you even after paying. Others please chime in.

If you're dying to see the Amex logo in your wallet other lenders issue Amex card under license and an Amex blacklist won't affect them - Wells Fargo, Penfed are two I know of. I think Navy Fed and Charles Schwab as well.

Without the special protections and perks from Amex the issuer, an Amex-network card is just a basic card with limited merchant acceptance. The no-AF Amex-issued cards may lack travel perks, but at least they have good warranty/dispute/fraud customer service.

Every now and then there is one with decent rewards or a nice bonus...but those are separate considerations.

I have one.

I don't suggest you seek out an Amex-network card issued by another bank just for the sake of having one.

You actually DO get the Amex protections from some network cards, they’re just usually shorter than going directly for an Amex like my More Rewards has 1 year extended warranty instead of 2.

https://www.americanexpress.com/us/network/navyfederal/morerewards/cardbenefits.html

and with The Wells Fargo Propel Amex, you get, HP CLI's,

No foreign transaction fees, travel and emergency assistance services, auto rental collision damage waiver, roadside assistance, lost luggage reimbursement, trip cancellation and interruption protection, lost or damaged cellphone reimbursement, extended warranty, return protection, retail protection, AmEx Offers, ticket presales, dining discounts, luxury hotel discounts and benefits, car rental discount, lowest available airfare, discounts on vacation packages, $300 credit on select cruises, $0 liability, free credit score access

Yup. Got this one on my radar. Gonna be awhile since they’ll probably give me a $1K limit but yeah the Propel is the most appealing Amex network only card hands down.

The terms on paper aren't too bad, but with the bank's reputation I'd be concerned about having them honor claims in a timely manner.

Propel is another up-to-one-year-only extended warranty card. Some of the other features look okay, though.

I'm looking here: https://www.wellsfargo.com/credit-cards/propel/guide-to-benefits/

That benefit guide is dated Dec 1, 2018.

I can't find anything in it about trip cancellation/interruption coverage.

Rental coverage is secondary, even outside the USA.

WF roadside assistance is $59.95 per use (not including the cost of fuel, fluids, etc.) and the covered tow distance is only five miles. You can buy a basic AAA membership for less than that! My Schwab Platinum covers four uses a year at no extra fee and up to 10 mile tows. I actually used it recently when my battery died.

Amex definitely has holes in it, but I'd rather fill those holes with Chase and Citi than WF.

Its a gap filler and a basic travel rewards card for people who don’t want to be bothered with all the fees and juggling and it actually becomes a pretty powerful card when you pair it with their VISA Signature card and those points go up in value. Judging a card based on secondary benefits isn’t really the best way to do things. If the primary rewards of the card don’t fit, it’s not worth bothering with.
