If it were me, I'd go with 60K miles vs. 40K + $200. 20K miles > $200.

Yeah the minimum spend is higher, but unless you have another SUB lined up right behind it, the opportunity cost of the extra $1K spend is probably not as much as the difference between $200 and 20K miles.

Basically, do you value 20k miles or $200 more? Answer that and you go from there. The spend on the 60k SUB is $1k more but I find that negligible compared to getting a SUB if it will not be an issue. If it will be then the first one is more ideal.

I tend to look at a SUB being worthwhile at 10% of the MSR.

So, for me to spend $3K then I want $300+ back.

Thinking about it I forgot while not as reliable as it was before you can call/SM Citi and see if they can match you to 60k miles if you get the 40k + $200 SUB offer after approval.

60k miles is definitely better. When Citi was point matching you could basically get 60k and $200 back. But that is dead.

You can get a round trip to Europe in Summer for 60k. I used 180k of AA miles to get 3 round trip tickets to Amsterdam this summer. With cash I would have spent $3300.
60,000 miles is the better offer.
When you decide to get into miles / points ( REAL miles, not CapOne or Discover Fake Miles ) then you always need more miles / points in each program. Stepping to cash back distracts from the attainment of miles / points. Frogmans example is spot on.
