Fee for doing BT is 3% of the total balance being transferred.

0% apr on the transferred amount untill BT period expires.

So, yes, she would pay 3% fee, but no additional interest for 18 months.

If there is a balance after 18 months, that amount becomes subject to regular apr.

Citi will tack on a 3% fee, but will not charge interest for 18 months.

Also if she isn't aware, she won't get 2% cash back on her BT

edit for typo

Thanks guys! Quick question. Is there a card without a balance transfer fee or should I go with citi double cash for her? She doesn't have a flat rate 2% card.

And to answer your second question, OP, here's a thread to help you get started on some cards/banks that are offering 0% BT offers

https://ficoforums.myfico.com/t5/Credit-Cards/Are-banks-issuing-new-cards-with-Balance-Transfer-intro-offers/m-p/6194685

How big of balance is she looking to transfer?

Citi is very unpredictable with SLs.

At the time when most of my cards were in $15K to $25K range, I was approved for Premier with $5200.00

Is her credit okay or are there things that could use some improvement?

To answer your question, outside of NFCU, I only know BECU offers 0%, $0.00 fee on BTs if approved, but joining if you don't live in WA can be a pain.
