    <description>&lt;P&gt;I opened up a quicksilver account with capital one a couple months ago and was given only a $1,000 SL and a 24.99% APR and wasn't eligible for the 0% intro APR and $200 bonus. APR doesn't matter to me since I never carry balances on my cards but mine is a world elite mastercard that offers cell phone insurance if I pay my bill with that card. I have never seen this advertised for this card before so I was surprised I got that benefit. How does capital one decide if they want to give you a world elite mastercard or not? I was told not all quicksilver cards are world elite.&lt;/P&gt;</description>

      <description>I'm not sure how lenders go about deciding which card gets what benefit. There was an old thought that you have to be north of $5k to get World Elite/Visa Signature designation on a card and the benefits to follow.&lt;BR /&gt;&lt;BR /&gt;Now I've seen World Elite listed on cards that have substantially lower limits. The Chase Amazon Visa comes to mind as it seems to be a Visa Signature regardless of credit limit. I also know that back in the day that the GM Mastercard by CapOne was issued as World Elite even if you only have a $500 credit limit.&lt;BR /&gt;&lt;BR /&gt;As for benefits, I think its common knowledge that not all World Elite cards get the same benefit. The Citi Double Cash is one that comes to mind that is often issued as a World Elite and it doesn't provide such benefits.&lt;BR /&gt;&lt;BR /&gt;It's all one great mystery as to how these lenders go about the things that they do. Thankfully this place is home to enough data points about most cards so you can usually get a clear answer as to what is or isn't so as it relates to most credit cards.</description>

      <description>&lt;P&gt;im in the rebuilding process i opened a cap1 secured card 1 year ago with a 200 CL $49 deposit&amp;nbsp;then after few months i got a increase to $500. At the same time i got a email offer from cap1 for quicksilver 0% apr for 9 months no bonus since i was rebuilding my credit i took the offer i got approved&amp;nbsp;for $500 CL lol. when the card arrived&amp;nbsp;i checked on the back it say World Elite Master Card and the pamphlets&amp;nbsp;it came with says cell phone insurance&amp;nbsp;included with the details how to obtain it plus price protection for 120 days etc. It was weird as for them giving me a top tier status on the credit card where i have very poor credit history with 1 derogatory reporting every&amp;nbsp;month.&lt;/P&gt;</description>
