Can Navy Amex More Rewards points be transferred to other rewards cards in the Amex ecosystem, for instance, the Delta Platinum, or they can just be utilized within rewards system structured for Navy?

Just within Navy. The card uses the AMEX network but is not an actual AMEX.

Navy amex isn't issued by Centurion bank so they can't be used with their rewards systems.

No. Other than the payment network and eligibility for Amex Offers, the card has no connection to American Express.

They can only be used within the Navy family. The More Rewards is only on the AMEX payment network.
