Those are not dining, grocery, streaming, or entertainment. Is there another category they should fall under? There are a lot of merchant types where one can buy food (bakeries and butcher shops would be other MCCs that come to mind) that wouldn't be classified as grocery unless they were misclassified as such by their merchant processor.

Some issuers are more liberal than others with which MCCs they'll include. I know Bank of America does (or used to at least last time I tried) include candy/nut/confection in their "grocery" category, but I can't think of any other bank that does.

On the other hand, merchants coding as "Bakeries," also falling under the "Grocery" category, qualify for the 4X "Dining and Entertainment" bonus.

You're conflating the broad categories that credit card issuers list next to your charges for informational purposes with the actual MCCs of the merchant. The types of stores you are describing are all 5441. Grocery Stores as well as Supermarkets are 5411. As @kdm31091 stated, issuers are free to choose which MCCs will qualify for bonus categories. In your case, grocery products sold under merchant classifications that fall under the grocery umbrella are not the same as shopping at a grocery store. A card may offer bonuses for car parts (5533) and tires (5532). While they would probably all show up as "Automotive," that same bonus is unlikely to apply to Snowmobile Dealers (5598).

Would be useful to know. I will say that Savor tends to have a broader range of "grocery" when it comes to shops, such as butchers and bakers. Even the corner Wawa counts as grocery (and it's a convience store, no gas, though I don't know their MCC).

Rule for P2 is "if it's a chain supermarket and they take contactless, use the BCP in Google Pay... for small food shops, and convience stores (and places without contactless pay), use the Savor". I would definitely have thought a Candy/Nut store would have counted for them... an Ice Cream/Candy store in Sweden counted as grocery (not dining) for me just last month. Don't know their MCC though.

Having things fall into "Entertainment" has been more elusive. Most museums don't, for some reason. Maybe they think that's "Travel" instead... which means they don't know what P2 does for fun.

Does Target typically qualify as "Grocery" for Savor/Savor1? I didn't think it did, but P2 got credit for it recently when using his Savor card through Curve... got 3% for Target as Grocery. Was very surprised!

I'm not crazy right? Target is not normally grocery for Cap1? It's excluded like Walmart, unless it's a "special" grocery-based one, right? I'm thinking that the Curve pass-through allowed it to just see the MCC, not the store "name" as the deciding factor (since Curve passes through the MCC, but all the other information they pass-through is very limited, and all transactions code to their Brooklyn address.)

This is a very interesting data point... I was able to use the old Paypal Key (RIP) with Discover to bypass the Walmart exclusion in the 1st quarter. Notably this did not work with Chase Freedom or Capital One, but I was able to max-out the grocery quarter using PPK/Discover at Walmart.

With that in mind, I was hoping that a Curve/Discover combination would work the same way. Some Target stores code as grocery anyway, but if your local store is usually excluded but using Curve bypasses that exclusion with Savor that gives me hope!

Unfortunately it's not a local Target... it's one P2 had ocassion to visit several times during business travel, and he'd forgotten the pre-paid gift cards I'd instructed him to use at those stores. Guess more data is needed.... a Target that is known to definitely not code as grcoery normally.
