My vote would be Amex, and even if the SL is on the lower end it's generally easier to grow limits with Amex.

All things being equal who most likely would give a higher credit limit? (My specific data 720-760 FICO8, 45% UTI, total monthly debt/housing payments is ~25-28% of gross income)

Looking at Citi Double Cash vs Amex Blue Everyday.

Straight answer is Amex! In addition Amex does 3x CLI’s with no IV up until 23k-25k, they’ll approve more with IV. However, If your long shot is using balance transfers then Citi has better options like the Diamond Preferred or the new Simplicity.

As others have said, YMMV. Here is my anecdotal data. All my scores are 800+. I have 2 cards with Amex. One a charge and the other a credit. I have been stuck at 35K on my Amex credit card for about a decade unless I want to submit Form 4506-T. When it comes to Citi, I have 5 cards from them with the highest limit being 40K and the lowest 7K with an overall exposure of over 100K.

For me it was Citi who gave me the larger limits.

Because when I applied for a CLI they told me I had to submit 4506-T to be considered for an increase. And, no, Amex does not close accounts if you refuse to submit the form. They just don't issue you a CLI. I've been a member since 2007 and have never had Amex take any AA against me. Of course, I have never done anything that would invite them to take AA either. I keep my end of the agreement and they keep theirs.

My experience goes with amex.

first card bce, initial $6000, six months auto cl I to $9000, 12 months request approved to $27,000.

Second card hilton white, initial $1,000 (same month as $27,000 cli), 91 days request approved $3,000.

All instant approvals, no poi.

With usb,

first card connect $2,000, twice rejected cl I (now in month 9) due to low tu turd score. Tu fico 8&9 > 800.

Second card shoppers $7,000, rejected by turd (now in month 7).

All instant again.I

Right now I'm 5/12 on new accounts, I think that's a big turd in my cli punch bowl. It looks like Us b had bought into TransUnion Rapid Default Model Version 1 for clis. They might us it for initial cl as well.

As by the time you've got enough CLIs, the intro period is far gone.

If you are asking yourself "is my credit good enough for USB?" It's probably not good enough. my first USB cards limit is still my lowest limit even after 2 years and another approval with them that was higher than any of my Citi approvals. Makes no sense to me but there you go.

USB Altitude Connect approved for $12K SLI.
