      <description>&lt;P&gt;I went to roll over my 0% APR with Citi and Capital One this month. Citi only offered me Jul 23 to Jun 01 for 3%. This is actually a bit better than the 6% for 15 months they were offering on Jul 01, but is more annoying to manage. In Feb 2023 they gave 18 billing cycles for 3%! I didn't keep track carefully, but I think the offer is usually 3-5% for 15 months so even Jul 01 was a downgrade.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;Capital One offered me 4% for 12 months, which I think has been costant for years. I've never taken it, but finally decided to transfer the Citi balance to see how long that takes. I then did test transfer of 100 usd as a check to my house. After depositing those, they're suddenly offering me 4% for 9 months! This would force me to pay off the balance that I took out a couple weeks ago more than 2 months early so I'll probably decline.&lt;BR /&gt;&lt;BR /&gt;As a side note, I've always been confused on when interest starts exactly for x "billing cycles". Is it the 18th time your bill is generated after that? Or the due date of that 18th bill?&lt;/P&gt;</description>

      <description>&lt;P&gt;Offers are getting shorter, BT fees higher. Amex has no offers for me at all. I don't know if they have a blanket hold on BTs or if it's just me.&lt;/P&gt;</description>
