So I have a Barclays aadvantage aviator red and needed a little time paying off something big So instead of BTing it for a 5% fee to a 0% card I accepted an offer from Barclays for 3.9 % on purchases until Dec of this year (giving me plenty of time to pay it off).

the question is will this promo apr transfer over to Citi or not ??

If Barclays made a deal with you like that, the terms do not change if they sell the card accounts to another lender.

You might not get the same deal directly from Citi, but they have to honor the previous deal. It's sort of like when a landlord buys your apartment. If you're under a lease, they can't just come in and change it until the lease ends. You may not ever get the terms of that lease again, but you will until it lapses.
