If you hit the button "Learn More about our cards". The HSBC secured card is the only one listed.

I'm pretty sure this is still only available to people who bank with HSBC. I did the link and I only got offered the secured card, which is not right.

HSBC started restricting all credit card apps to their banking customers in the spring of this year. So are they offering the secured card to everyone now?

I, personally don't like HSBC or their sister companies Orchard, Household Bank, and Direct Rewards because their AF range from $35 to $75 and their their interest rate is ridiculous if you're lucky enough to have one. But if you still want HSBC, I guess go ahead.

That's because that's Orchard which IS available to everyone.

HSBC is a huge bank based overseas and started in Asia. They entered the US and purchased many sub-prime lenders (Household, Orchard Bank for example) here even though they are a pretty prime bank everywhere else (Europe for example). Anyway, they also have banks for everyday things like savings and checkings so in order to get an official HSBC credit card is by banking with them. You used to be able to qualify for them and they had a pretty decent cash back card (2%) back in the day. The problem with all these other HSBC backed cards is that they are mostly subprime so offer low limits, ridiculous annual fees, terrible APRs, and will absoultely not CLI.
