I've noticed that Discover has been PRM'ing me each month for the past 3Mnths.-I applied in Jan. and was denied due to high utlities(40%)-I really want this card-when should I apply?

Equifax PRM

Inquiries with this prefix indicate that only your name and address

were given to a credit grantor so they can provide you a firm offer of

credit or insurance.(PRM inquiries remain for twelve months.)

I wouldn't apply again until they pre-approve you... if they are hitting you every month they know when they are ready to pre-approve.

I applied without a preapproval, and I got approved with a low limit (2k).
